PETITION FOR A WRIT OF CERTIORARI
The Supreme Court's review of a Petition for a Writ of Certiorari is a matter of "judicial discretion." Supreme Court Rule 10. What goes unsaid, but is nonetheless implied, is that the Court exercises its discretion judiciously. From 2000 to 2005 the Court reviewed, on average, 2,138 paid petitions each year and granted full review in approximately 87 cases. See Gressman et al., Supreme Court Practice, at 549 n.4, 550 n.6 (9th ed. 2007).
